Job summary
This role supports multinational training exercises by representing a senior official within a nation's Ministry of Public Works, Transport, Infrastructure, and Telecommunications. The position contributes expertise to ensure realistic scenario delivery and interacts directly with training audiences to advise on strategic and operational matters related to infrastructure and transport within the exercise context. Work is primarily based in Stavanger, Norway, with potential remote flexibility on an ad hoc basis.

Responsibilities
Provide expert representation of a senior official in the ministry overseeing public works and transport during NATO-led training exercises. Deliver strategic advice and ensure the training audience receives a coherent and realistic response reflecting the affected nation's policies and capabilities. Coordinate ministry-related matters within the exercise control structure, develop operational concepts, support initial exercise planning, create exercise materials, and participate in meetings with training participants representing local governmental perspectives.
Qualifications
At least three years of recent executive-level experience in infrastructure and transport within a Ministry of Public Works or equivalent. Demonstrated experience briefing senior national or multinational leaders and influencing policy at ministerial or equivalent international organization level. University or Bachelor's degree required. Business-level English proficiency mandatory. Valid national or NATO Secret security clearance is required.
